Colorado House District 39 GOP primary recount begins in Teller, Douglas counties

A recount is underway in House District 39, an open seat in Douglas and Teller counties where Polly Lawrence beat Lu Ann Busse for the Republican nomination in the June primary.

Unofficial results showed Lawrence had defeated Busse 53.5 percent to 46.4 percent, or 3,525 votes to 3,056 votes. The district was newly drawn in the legislative redistricting process in 2011 and includes large portions of rural Douglas County and all of Teller County.

Though the margin Lawrence won by was large enough to avoid any automatic recount, Busse still had the right to request a recount ? which she must pay for. The recount in Teller County was underway Monday, and the recount in Douglas County begins Tuesday.

In a letter to Colorado Secretary of State requesting the recount, Busse noted there were no provisional ballots issued in Douglas County, which she called one of a number of ?irregularities? that occurred in the county during the election.

Jack Arrowsmith, clerk and recorder in Douglas County, said that it was uncommon in all-mail ballot elections to issue provisional ballots, which are counted conditionally until they can be verified. Arrowsmith said these ballots are given out in jurisdictions where there are still polling places, not in those mail ballot elections.

?No one shows up at the wrong polling place in a mail ballot election,? Arrowsmith said.

He estimated the cost of the recount at $1,500.

The winner of the contest goes on to face Democrat Carla Turner in the November general election.
