Sometimes even Santa Claus needs help. Thankfully, the jolly fat guy's got one of our favorite modders on his side. We visited Ben Heck's Madison, Wisconsin workshop a few weeks ago for an Engadget Show segment and got to watch as the master put together a special holiday-themed project, the Naughty or Nice Meter, a big candy cane-accented box that'll help tired parents "keep the kids in line" this holiday season. The box itself is actually a mostly hollow shell, with an Arduino, TI LaunchPad and a few other select select components in the rear that communicate with a specialized app, letting the parent in question adjust the needle based on their kids' behavior. Nothing like a little manipulative fun in the spirit of the holidays! Ferrari president, Luca di Montezemolo has said that their target is to provide their drivers, Fernando Alonso and Felipe Massa, a competitive car right in the start of the 2013 Formula 1 season so as to attain better results as compared to this season.

The Scarlet expected to face immense difficulties in the opening few races of 2012 as they had the most struggling pre-season testing programme this year in which they failed to develop a competent car.

Nevertheless, Alonso performed exceptionally well right from the start of the season and efficiently minimised the damaged for his team. Furthermore, he scored points with remarkable consistency and even led the drivers? championship for quite a long time.

However, the Spaniard lost the championship title by just 3 points to his rival, Sebastian Vettel of Red Bull Racing, who had the most competitive car in the field towards the end of the season, with which he seemed unbeatable in the last few races.

On the other hand, Massa could not score good points in the first few races and faced a lot of criticism over his poor form. Nonetheless, he came back very well after the Mugello test with the improved car and attained very good results for his team. Afterwards, he successfully secured his race seat at Ferrari for the coming year.

Although, Montezemolo has said that they are not upset over the result of this season as they achieved so much even with the incompetent car. However, he insisted that they must come up stronger right from the start of the next season with a more competent car.

?On the glass half full side, we had amazing reliability which allowed us to come second in constructors' championship despite the fact McLaren was quicker than us and despite the fact that, in first half of season we pretty much only had Alonso's points to count on,? he said.

?There were those great starts and pit stops and the fact Fernando had an extraordinary season, the best since he has been in F1,? he added. ?Next year, let's hope we can say it was our best season, given that we want to give him and Felipe a car that's competitive right from the start.?

Anchorman 2 Set for December 2013

Paramount announced today that Anchorman 2: The Legend Continues will hit theaters in December 2013. In other words, one year from now we?re all getting an invitation to the pants party.

The sequel to the hit 2004 comedy will be a welcome Christmas present for the movie?s legions of fans and should be a nice change of pace from the typical Oscar fare that appears during the winter months.

Because of the first film?s strong cult following, excitement for Anchorman 2 has been high for a while. However, when the?teaser trailers for the sequel came out, anticipation for the movie entered another atmosphere (even though it won?t be about witches, as Steve Carell?s Brick Tamland hilariously suggests).

It will be a tall order for Anchorman 2 to reach the same level of success as the first film, but the alleged plot has a ton of promise. Set in the early 1980s, Anchorman 2 will reportedly show the news team?s struggle to adjust to a new world where 24-hour news channels are coming into vogue and replacing the influence of local news stations,

As director Adam McKay explained earlier this year:

?All of a sudden, local news stations diversified and had Latino anchors and African-American anchors, and any time you?re talking about diversity and the Action News team, that?s always fun to deal with.?

Basically, Anchorman 2 is following the classic ?same, but different? sequel formula. In this case, several characters who are stuck in their ways are forced to adapt to a new reality. In the first movie, it was the addition of a female anchorwoman. In this film, it will be the introduction of the 24-hour news channel. Some will argue that no good can come from this approach, but the truth is that the plot is really just a framework for Will Ferrell and team to goof around and ad-lib hilarious lines.

When you factor in some of the new faces that could appear in the film, including the incredibly talented Kristen Wiig, and the promise of full musical numbers, there?s potential for Anchorman 2 to be even funnier than the original movie.

Motivation, study habits -- not IQ -- determine growth in math achievement

Dec. 20, 2012 ? It's not how smart students are but how motivated they are and how they study that determines their growth in math achievement. That's the main finding of a new study that appears in the journal Child Development.

The study was conducted by researchers at the University of Munich and the University of Bielefeld.

"While intelligence as assessed by IQ tests is important in the early stages of developing mathematical competence, motivation and study skills play a more important role in students' subsequent growth," according to Kou Murayama, postdoctoral researcher of psychology at the University of California, Los Angeles (who was at the University of Munich when he led the study).

Murayama and colleagues looked at six annual waves of data from a German longitudinal study assessing math ability in 3,520 students in grades 5 to 10. They investigated how students' motivation, study skills, and intelligence jointly predicted long-term growth in their math achievement over five years.

Intelligence was strongly linked to students' math achievement, but only in the initial development of competence in the subject. Motivation and study skills turned out to be more important factors in terms of students' growth (their learning curve or ability to learn) in math. Students who felt competent; were intrinsically motivated; used skills like summarizing, explaining, and making connections to other materials; and avoided rote learning showed more growth in math achievement than those who didn't. In contrast, students' intelligence had no relation to growth in math achievement.

"Our study suggests that students' competencies to learn in math involve factors that can be nurtured by education," explained Murayama. "Educational programs focusing on students' motivation and study skills could be an important way to advance their competency in math as well as in other subjects."

A swoosh in space: Merry Christmas from Hubble

Planetary nebulae represent a final brief stage in the life of a star like the Sun. While consuming the last of the fuel in its core, the star expels a large portion of its outer regions, which then heats up and glows brightly, showing intricate structures that scientists are still trying to fully understand. The structure visible within NGC 5189 is particularly dramatic, and Hubble's image of the nebula is by far the most detailed yet made of this object [1].

Hubble has been a key tool for studying planetary nebulae for years, and many of its images have become famous. As well as being highly attractive, planetary nebulae tell us about the ultimate fate of the Sun, which will form such a nebula when it runs out of fuel in a little over five billion years.

These nebulae were named by astronomers studying them through early telescopes with little magnification and optics that were far from sharp. The brightly coloured nebulae are often roughly spherical, and many appear green or blue like Uranus and Neptune, so their appearance evoked that of gas giant planets like those in the outer Solar System.

Many of them do indeed look somewhat planetlike, but NGC 5189 certainly does not: the nebula forms a dramatic reverse S-shape.

Looking at the detail of Hubble's image, possible thanks to Hubble's very high resolution, the nebula shows a series of dense knots in the clouds of gas. The gas and radiation flowing out from the dying star carves out shapes in the clouds, forming glowing bow-wave-like patterns towards the centre of the nebula.

The knots in NGC 5189 are a reminder of just how vast the planetary nebula is. They might look like mere details in this image, but each and every one is a similar size to the entire Solar System.

The star at the centre of the nebula, a dense white dwarf, is far too small to see as anything other than a point of light, even though it is roughly the size of the Earth.

The overall shape of NGC 5189 can counterintuitively tell us about what is happening on very small scales around the tiny central star. NGC 5189's shape is reminiscent of a lawn sprinkler, with matter being expelled from the star, which is wobbling as it rotates.

Similar structures have been seen before, especially in planetary nebulae with binary stars at their centres. This is also a likely explanation for the structure of NGC 5189, though to date, only one star has been found at the nebula's centre.

Shoppers from Mexico boost holiday sales for Texas retailers

CANUTILLO, Texas - Shoppers from Mexico are making the season bright for U.S. retailers this season.

The number of shoppers at malls on the border is growing as the number of shopping days dwindles.

"The prices are at least 50 percent off," said Dr. Alan Arrizo, of Chihuahua.

The doctor was browsing at the Outlet Shoppes at El Paso with his wife and two young daughters, Alejandra and Fernanda. Fernanda even carried a few dollars in a small Mickey Mouse purse.

The family stopped on their way home from a trip to Disneyland to do some Christmas shopping near El Paso.

Arrizo expected the family to spend about $2,000 on Christmas shopping in Texas before heading home.

The selection and big savings attract Christmas shoppers from Mexico.

?We pay for meals," said Hilda Moreno. "We pay for everything and we spend less than Mexico. Can you believe it??

She planned to increase her savings by using store coupons.

The Federal Reserve Bank of Dallas estimates Mexicans spend more than $4.5 billion annually on food, clothing, auto parts and other retail items in the border cities, primarily El Paso, McAllen, Brownsville and Laredo.

In Laredo, shoppers from Mexico account for as much as 45 percent of retails sales.

Shoppers from Mexico spend an estimated $2 billion in Arizona, with at least half of that cash spent in Pima County.

This time of year, by law, many employers in Mexico must give year-end bonuses or ?aguinaldo,? which families usually spend on Christmas presents.

Texas cities that are not on the border also benefit, according to a study by Texas State University - San Marcos. The researchers surveyed Mexican shoppers at two outlet malls in Central Texas.

"Holiday shoppers from Mexico visiting outlet stores here spent roughly twice as much as their American counterparts visiting from outside the San Antonio and Austin areas," according to the study titled "Mexican National Cross-Border Shopping: Exploration of Retail Tourism."

The study was published in the Journal of Retailing and Consumer Services.?

Major retailers in Houston have long promoted shopping trips during the holiday season. Some packages include airfare, hotel accommodations at or near major malls like The Galleria.

On the border, many shoppers drive to their favorite malls to take advantage of bargains.

Mari Mercado, of Juarez, used coupons to buy several trendy sweatshirts, including one lined with faux fur.

?If you spend $100, they give you a $25 discount, ?Mercado said.

Her friend Sandra Holguin drove about five hours from the town of Delicias to take advantage of the bargains.

?In Chihuahua it?s very expensive, almost triple what it is here," she said.

As Christmas carols played over the outlet mall speakers, the two women stuffed their van with bags of gifts like Santa Claus loading his sleigh.

?It?s worth it,? said Mercado before getting in the car to head home to Mexico. ??

Head Coaches Announced for Casino Del Sol College All-Star Game

Dick Tomey, the winningest football coach in University of Arizona history, will serve as a head coach in the Casino Del Sol College All-Star Game on January 11 at Kino Stadium. Tomey served as an assistant coach under Pat Hill in the inaugural game last season.

Tomey was the head coach at the University of Hawaii (1977-1986), the University of Arizona (1987-2000) and San Jose State (2005-2009). The former Pac-10 Coach of the Year, Tomey led the Wildcats to a 12-1 record in 1998 and a fourth place ranking in both major polls, the highest end-of-season rank in school history. His career coaching record is 183-145-7. Tomey is currently the special teams coach at the University of Hawaii at Manoa.

"It's always exciting for my wife Nancy and I to return to Tucson," Tomey said. "I am excited to coach in the Casino Del Sol College All-Star Game again. Joe Dan Rogers (Executive Director), Mike Feder and their staff are doing a fabulous job organizing everything. I think the fans will see even better talent on the field than last year."

Tomey's counterpart will be Houston Nutt, who was one of the head coaches in last year's game. Nutt has been the head coach at Murray State (1993-1996), Boise State (1997), Arkansas (1998-2007) and Ole Miss (2008-2011). He has a career record of 135-96 and secure four bowl game wins. He is currently a college football in studio analyst for CBS.

The 2013 Casino Del Sol College All-Star Game will also utilize football coaches from the Tucson area. David Rodriguez of Sahuarita High School, Justin Argraves of Tucson High School, Brandon Willard of Amphi High School, former Sabino High School, Santa Rita High School and Pima College coach Jeff Scurran, as well as current Pima head coach Pat Nugent will all serve as assistant coaches for the game.

The Tucson Padres front office staff is operating the 2013 Casino Del Sol College All-Star Game. The game will be televised on the ESPN family of networks, including ESPN3 and WatchESPN.com. Lopez uses Twitter to raise cash for charities

? Jennifer Lopez says she doesn?t look forward to getting gifts at Christmas ? she looks forward to giving them.

?I love going and shopping for Christmas presents for everybody and making gifts for people and seeing their faces light up and surprising them; that?s where I get my joy,? the entertainer said last week.

It?s also why Lopez launched her ?J. Lo?s Christmas Gift? drive, asking fans to donate to her three favorite charities (the Boys & Girls Club, the Children?s Hospital of Los Angeles and the American Red Cross). The drive ended Monday.

?It?s just that kind of doing something nice for somebody, and they do something nice back and kind of paying it forward,? she said in a phone interview Friday from Australia.

She got the idea to use social media to encourage her fans to give back since becoming more involved in platforms like Twitter and Facebook and seeing how much response she?s received when she?s had contests.

?I thought, ?What if every person I tweeted and asked for a follow donated a dollar?? I have 13 1/2 million followers (on Twitter),? she said. ?We can collect a lot of money for these charities that I work with that are literally close to my heart.?

Part of the reason Lopez chose the Red Cross is because of its relief work in the aftermath of Hurricane Sandy, which devastated parts of New York City, where Lopez is from. She hasn?t been back to New York since the October storm but her ex-husband, Marc Anthony, was affected.

?My babies (4-year-old twins Max and Emme) had to go there and visit their dad shortly after, and it was like, kind of a scary proposition to send them because I didn?t know what it was going to be like,? she said. ?He was saying how his house had a tree fall in his front yard, and he couldn?t stay there and there was no electricity. Just knowing how so many people were affected by it and when you really hear the stats of it ? there?s not enough you can do.?

Lopez will be heading home for the holidays; Lopez said she feels blessed to have been able to stage her first world tour, particularly spending much of it with her family: ?It?s just been an amazing year.?

Lopez said the tour was a ?life-changing experience,? but acknowledged it could also be grueling at times, with the constant travel. For that reason, she said she identified with Jenni Rivera, the Latin music superstar who was killed Dec. 8 in a plane crash. Rivera was traveling after a concert in Monterrey, Mexico.

?I didn?t know her personally but I knew of her. For me, just being on tour right now, you live the same type of life. You know what I mean? It?s traveling, it?s doing shows,? Lopez said. ?She considered herself a businesswoman as well, besides an artist, and she had kids and I?m sure she was rushing home to get home to her kids at that time so she took the flight at 3 in the morning.

?So you go like, wow, it?s just like a wake-up call for everybody. It?s tragic. She was so young, so young, and she had five kids. It just wasn?t her time, it feels like.?

Scientists decode three bacterial strains common to grapevines and sugarcane

Dec. 17, 2012 ? Scientists at Rochester Institute of Technology have published the whole genome sequence of bacteria associated with Jamaican sugarcane and Riesling grapevines in the September and November issues of the Journal of Bacteriology, a publication of the American Society for Microbiology.

Andr? Hudson and Michael Savka, professors in RIT's Thomas H. Gosnell School of Life Sciences within the College of Science, isolated and identified three bacteria belonging to the genus Enterobacter from Jamaican sugarcane stalk tissue and Methylobacterium and Novosphingobium from grapevines.

These genomes -- genetic instructions that make up individual organisms -- include one of the first to be associated with Jamaican sugarcane, according to Hudson. The scientists deposited the whole genomes at GenBank, a repository maintained by the National Institutes of Health. Hudson and Savka are the first RIT professors to sequence and annotate genomes.

Basic research like their work provides the scientific community with data to apply to the prevention or management of diseases afflicting crops. Sequencing deconstructs an organism's genetic makeup. It deciphers nucleic acids, commonly known as nucleotides -- or the "building-block" molecules: DNA (deoxyribonucleic acid) and RNA (ribonucleic acid). The specific arrangement of nucleotides, or the genotype, determines the genetic instructions and denotes an organism's genus/species in addition to its phenotype, or observable characteristics.

"This study is important because, as the world's population increases, food production and protection will be a big issue," says Hudson, assistant professor of biological sciences at RIT. "There is a lot of emphasis from the USDA and other federal and private agencies that are interested in studying the effects of organisms on crop production and ultimately food production since 30 or 40 percent of most crops are lost due to pests and pathogens."

Hudson and Savka collaborated with alumnus and lead author on all three manuscripts Han Ming Gan '08 (biotechnology), Sean McGroty '11 (bioinformatics) and Larry Buckley, professor in RIT's Thomas H. Gosnell School of Life Sciences. Ming's collaborators include professors Teong Han Chew from Universiti Teknologi Malaysia and Kok Gan Chan from University of Malaya.

Gan, Savka's former student, is a research scientist at ScienceVision SB in Selangor, Malaysia, with access to the high-through put sequencing and data management technology necessary to sequence and annotate nucleotides. Each bacterium they have studied consists of approximately 5 million to 6 million nucleotides.

The sequencing process breaks an organism down into its basic genetic component and lays the parts side-by-side for scientists to interpret and make useful.

"It's like having a book with no spaces in between the words and you have to find where the words begin and end," says Savka, professor of biological sciences at RIT. "That's what it's like to annotate a genome."

Advancements in sequencing technology helps Gan, Savka and Hudson connect the dots to understand host-bacteria interactions.

"We assembled millions of short DNA sequences into long sequences and made biological sense out of them," Gan says. "Having the near complete genetic information from a bacteria will bring us to a new level of research."

"We can tease out information based on the genome of the organism that live inside the plant," Hudson adds. "The question is, why are these bacteria living in the plants? Are they destroying the plants or are they providing a benefit? Are they providing nutrients that are helping the plant grow, like plant hormones, phosphorus or nitrogen? Is it a mutualistic relationship where the plant and bacteria are both benefiting?"

To answer these questions, the team scoured the nucleotides for proteins -- chains of amino acids that replicate DNA. They found approximately 4,000 to 6,000 proteins in each of the three genomes Gan sequenced.

Experiments Hudson and Savka are designing explore a bacterial communication system known as "quorum sensing" -- or when small molecules act like genetic switches turning on bacterial growth and regulating its pathogenicity. Quorum sensing begins when bacteria grow and produce small molecules until a threshold population is met. With its army in place and ready for orders, the small molecule regulates a coordinated cellular response by the bacteria.

"The bacteria can be coordinated to destroy the plant by producing enzymes that degrade cellulose, lignins or other structures that are important for plant growth and development," Hudson says.

Quorum sensing is Savka's long-term interest and complements Hudson's focus on enhancing nitrogen metabolism in plants.

Sugarcane

Hudson studies the genome of the bacterium Enterobacter, an endophyte -- or an organism that lives inside a plant -- to identify proteins involved in plant growth and development, and which might improve biomass for biofuel production.

Savka and Hudson are looking at Enterobacter to determine if the bacterium uses quorum sensing to coordinate activity and whether it is pathogenic to the plant, in addition to its potential role in nitrogen fixation. They are creating genetic mutants of the bacterium to identify genes involved in quorum sensing. Their work is partially supported by a National Science Foundation grant awarded to Hudson.

"The majority of my family works in the sugar industry in Jamaica," Hudson says. "There are a lot of countries where sugarcane is vital to the economy, like Brazil and India. They do a lot of research, but not so much in Jamaica because it's a third-world country and it doesn't have a lot of the scientific infrastructure. But it has the same problems. I am hoping to find new genes for nitrogen metabolism."

Grapevines

The team's Riesling grapevine research could lead to novel applications for improving disease resistance to organisms that attack the xylem, or vascular system, of grapes.

Sap-feeding insects create wounds and doorways for bacteria to enter a plant's xylem. Pathogenic endophytes weaken a wide variety of economically important crops like grapes, citrus, plum, peach and coffee, among others. Savka began exploring grape endophytes in 2006 while on sabbatical at the New York State Agricultural Experimental Station, an extension of Cornell University in Geneva, N.Y.

Few studies have characterized bacteria from xylem fluids of grapevines, says Savka. The strain he is looking at produces proteins that exhibit the coordinated communication signaling that might influence the spread of pathogenic bacteria. Savka and undergraduate students in his lab made a genetic mutant of a protein from Methylobacterium that doesn't produce quorum sensing signals. Savka and Gan will continue this line of research in future studies.

"Ming has access to the technology to do the global studies," Savka says. "We have formed a collaboration with Ming to determine the whole genome picture, a global picture of what genes are regulated by the small quorum sensing molecules. It is a very powerful tool to have."

The third bacterium the team decoded colonizes a plant tumor disease in grapevines, stone fruits, nut trees, pommes, woody ornamentals and fruit canes. Novosphingobium spreads the disease caused by a Nopaline bacterium associated with crown gall tumors. The disease causes uncontrolled tissue growth at the site of the bacterial infection and can significantly decrease crop yields, Savka says. The sequenced strain of bacteria that helps spread the disease was isolated from a tumor affecting a Hungarian Riesling grapevine. The strain was shown to produce the cell-signaling communication that mobilizes molecules.

Exxon Mobil to explore offshore South Africa

IRVING, Texas (AP) -- Exxon Mobil is set to begin exploring for oil and gas off the shore of South Africa.

Exxon's affiliate in the country, ExxonMobil Exploration and Production South Africa Ltd., signed a deal with a subsidiary of Impact Oil & Gas Ltd. to buy a 75 percent stake in an exploration area of the east coast of South Africa. It will also become the operator of the region, which covers about 2.8 million acres offshore with water depths extending from the coastline to around 6,500 feet.

Exxon's affiliate also has the right to buy a 75 percent stake in future exploration rights in three offshore regions. The rights and Exxon's ability to purchase then are subject to approval from the South African government. The future exploration rights cover an additional 16 million acres offshore.

Exxon Mobil Corp. shares rose 40 cents to $88.48 in afternoon trading.

I just switched jobs and have over $100,000 saved in my workplace retirement account. I would like to take the money out and use it for my bills, home repairs, and holiday shopping, what do you think? My new job pays well and so I?m not too worried.? Isabela, age 40

What is a 401K??

During Isabela?s years of employment, she contributed part of her earnings into a 401K. Employers offer ?a program which allows employees to transfer part of their salary into a retirement plan where the funds grow tax deferred. Employers frequently add matching funds into these plans as well.

401k information

Do Not Cash Out Your 401K

The funds are deposited pre-tax and grow tax free. It?s a great way to build a nest egg for retirement.

Isabela contributed $377 per month for 10 years and her employer added $200 per month. The money grew at an annual rate of 7%. Isabela only contributed $45,000 and ended up with $100,000 after 10 years.

Cash Out the 401(K)?

Since Isabela is not yet 59 1/2, if she cashes out her 401K she will owe taxes on the entire amount plus a 10 percent penalty. The penalty alone is $10,000. Additionally, she forfeits the opportunity for the funds to continue growing tax deferred. If she leaves the funds in the existing 401K or rolls it directly into a self directed IRA, the $100,000 could grow to $386,000 by age 60 assuming a 7 percent return. That?s without adding another dime!

Isabela, do not cash out your 401K, it is a losing proposition.

Since your new job pays well, use the income from the new job to pay down debt and shop. Do not cash out the 401K. You cannot get back those 10 years of compound returns. Even if you start a new 401K now, it will take another 10 years to get back to $100,000 (given the same scenario), and at that time you?ll be 10 years closer to retirement.

Your best alternative is to either leave the funds in your previous employers plan or roll it into a self-directed IRA where you can invest the funds as you wish.

How to Rollover your 401K ?into an IRA

If you rollover your 401K directly into an IRA, you avoid paying a penalty or taxes. You allow your funds to continue to grow tax deferred. And you may be able to add to the funds (if you are eligible). My husband I have rolled over several 401K?s into IRA?s and the process is quite straight forward.

Choose a discount broker and open an IRA account. The instructions are online or you can call the company as well. We have IRA accounts at Charles Schwab, Fidelity, and TD Ameritrade.

Call the 401K contact and ask how to complete a trustee to trustee transfer. At my spouse?s last job, he filled out some paperwork and faxed it back to the company. That paperwork will ask where you want the funds sent so you?ll need the account information for the IRA account.

The entire transfer was completed within less than one week.

What Happens to the Investments in the 401K?

You must ask the 401K representative about the process. In our recent case, all investments were sold before transfer and the cash was deposited into the new IRA. That creates the opportunity for you to reinvest the funds in the new IRA. In general, I recommend a diversified distribution of index funds, in line with your asset allocation. Why to Rollover into an IRA?

There are many reasons to roll over your funds. Frequently the individual IRA at a discount broker has low or no fees, unlike a 401K. You control how your assets are invested in the IRA. Your money continues to grow tax free until withdrawal. An IRA is one of the greatest wealth building tools.

Iraq: Bombs strike disputed northern area, kill 8

(AP) ? Bombings rattled two cities in disputed areas in Iraq's north on Sunday, killing at least eight people and raising concerns that extremists are trying to exploit ethnic tensions in the country.

The deadliest series of blasts struck Shiite Muslim targets in the disputed northern city of Kirkuk. Police Major Imad Qadir, who is responsible for the Kirkuk city hospital's security, said those attacks killed six people and wounded 36.

Kirkuk Police Brig. Turhan Khalil said the evening blasts happened within minutes of each other. The targets included two Shiite mosques and a television station identified with the Muslim sect, he said.

Kirkuk is 290 kilometers (180 miles) north of Baghdad and is home to a mix of Arabs, Kurds and Turkomen. All have competing claims to the oil-rich area. The Kurds want to incorporate it into their self-ruled region in Iraq's north, but Arabs and Turkomen are opposed.

The city is at the center of a broader dispute between Iraq's central government and the Kurdish minority over contested areas where both seek influence.

Tension between Kurds and the central government has flared in recent months.

There was no immediate claim of responsibility. Bombings targeting Shiite sites are typically the work of Sunni Arab extremists.

Earlier in the day, an explosion near the Patriotic Union of Kurdistan political party office in Jalula killed two and wounded five, police officials said. Jalula is also in the disputed territories and is some 125 kilometers (80 miles) northeast of Baghdad.

Both Arabs and Kurds claim Jalula, and a local policeman said the violence resulted from ongoing tensions between the two ethnic groups. He did not elaborate.

Medics in nearby hospital confirmed the Jalula casualties. All officials in the two spoke on condition of anonymity because they were not authorized to release details to journalists.

The PUK is headed by the Iraqi president Jalal Talabani, who announced a plan last week aimed at easing the military standoff between the central government and Kurdish authorities.

Group Gives Nearly $1M To S. Florida Arts Organizations ? CBS Miami

AVENTURA (CBSMiami) ? Thirty South Florida visual and performing arts organizations will receive 2013 grants from Citizens Interested in the Arts (CIA) ? a charitable group founded 15 years ago to help struggling arts groups in South Florida.

CIA President Lenore Toby-Simmons and Grants Chairman Dr. Dorothy Koreman announced this week that $930,000 has been donated since the group was founded in 1997 by Gloria Muroff and the late Colleen Werner.

All 30 grantees awarded this year will officially be recognized at CIA?s Grantees on Parade/Champion of the Arts Bruncheon Feb. 17 at the Aventura Arts & Cultural Center.

The annual event will pay tribute to this year?s Champion of the Arts Robert and Florence Werner for their philanthropy in supporting the arts.

Toby-Simmons emphasized how the recent economic downfall had impacted the arts.

Some Venezuelans see 'Chavismo' struggles brewing

CARACAS, Venezuela (AP) ? Hugo Chavez's most influential allies are projecting an image of unity while the president recovers from cancer surgery in Cuba, standing side-by-side and pledging to uphold his socialist movement no matter what happens.

But with Chavez's outlook increasingly darkening, some Venezuelans believe power struggles are brewing between ambitious lieutenants long in the president's shadow.

One-man rule has been the glue holding together Chavez's movement, and he hadn't groomed any clear successor until he surprised Venezuelans with the announcement last weekend that if cancer forced him from office he wanted his vice president, Nicolas Maduro, to take over.

The president's diverse "Chavismo" movement includes groups from radical leftists to moderates, and long-hidden divisions could flare, at least behind-the-scenes, if Chavez is no longer in charge.

"In politics, everything is possible," said Gustavo Chourio, a bookseller in downtown Caracas, adding that he expects conflict between Maduro and National Assembly President Diosdado Cabello.

Maduro leads a civilian-political wing that is considered to be closely aligned with Cuba's communist government. Cabello, a former military officer, is thought to have strong ties to the military ? a relationship he highlighted when he spoke at a Mass for Chavez held at Venezuela's largest military base.

Analysts agree that political battles are likely, if not inevitable.

"It is almost certain that an intense power struggle is already under way within Chavismo," said Michael Shifter, president of the Inter-American Dialogue think tank in Washington.

Shifter said key figures in the president's camp, including Maduro and Cabello, have long had to suppress personal ambition as Chavez monopolized decision-making.

"With Chavez no longer on the scene, and the power vacuum exposed, the situation becomes extremely unpredictable," Shifter said. "The fact that Maduro is Chavez's designated successor gives him the upper hand for the time being, but that is unlikely to last long. The others vying for power are wily and ruthless. From the outset, the Chavez regime has been about power ? including lots of money ? and now all of that is up for grabs."

Maduro and Cabello, for their part, showed a united front this week by appearing together at events along with other Cabinet ministers and military commanders. Speaking alongside Cabello and Oil Minister Rafael Ramirez on Wednesday, Maduro said: "We're more united than ever."

The 58-year-old Chavez underwent his fourth cancer-related operation Tuesday after announcing that tests had found the illness had come back despite previous operations, chemotherapy and radiation treatments. The government said Thursday that Chavez suffered complications in surgery but that he was recovering favorably.

If Chavez were to die or be unable to continue in office, the constitution says new elections should be held within 30 days. If that happened before Chavez's Jan. 10 swearing-in, the president of the National Assembly would take over temporarily until elections were held.

Before his surgery, Chavez acknowledged such a scenario. He said on television Saturday night, with Maduro and Cabello seated beside him, that if he was unable to continue as president, Maduro should be elected to take his place and lead the socialist movement.

That appearance by Chavez, during a quick trip home after 10 days of treatment in Havana, was an indication that jostling for power had already begun, said Adam Isacson, an analyst at the Washington Office on Latin America think tank.

"If there were consensus, Chavez would not have found it necessary to fly home from Havana last weekend, in the middle of delicate medical treatments, to publicly name a successor," Isacson said.

In the short-term, he said, Chavez's allies know it's in their best interest to fall in behind Maduro if a new election is called, and the president's endorsement could give Maduro enough clout to lead for months or years.

"Instability could come later, if President Chavez dies and the new leader of Chavismo lacks his charisma and ability to hold the coalition together," Isacson said. "At that point, Chavismo would be likely to splinter."

For now, though, many of Chavez's supporters seem united in their concern and sympathy.

On the streets of Caracas, the government put up new banners on lampposts this week reading: "Now more than ever, with Chavez." The president's supporters wrote and painted get-well messages for him on a giant banner in downtown Caracas on Friday.

Many said that even though he seems to face long odds in his fight against cancer, they still hold out hope he might recover.

State television has been showing a collage of moments in Chavez's life, including appearances alongside Fidel Castro, snippets of his 2006 speech on the floor of the U.N. when he called President George W. Bush "the devil," and images of him rallying supporters wearing the red beret from his days as an army paratroop commander.

Some of Chavez's supporters expressed fears about political battles emerging, while others said the country's people wouldn't stand for it.

Mariana Salas, who sells orange juice and fruit at a roadside stand in the working-class slum of Petare, said she trusts that Chavistas won't turn on each other if the president dies.

"If it turns out that some of them do, they should be expelled from the party because Chavez gave a very clear order: Maduro is the man we should follow," she said.

Maduro, Chavez's longtime foreign minister and a former bus driver, has stepped into the void during Chavez's absence. On Thursday night, his voice was hoarse as he spoke at a political rally, pledging not to give in to the country's "bourgeoisie."

"I swear to you ... we will never betray the Venezuelan people!" he said, adding: "Together we're going to defend the peace, stability and the future of our children, with our own lives if necessary!"

But Maduro will find it difficult to control the various factions in Chavez's socialist party, said Vicente Torrijos, a political analyst at Rosario University in Bogota, Colombia. "Maduro doesn't have that charisma, nor the ability, much less the political capital," he said.

Torrijos expects the fervor inspired by Chavez to continue, but he predicts differences among the president's followers will eventually "disrupt the revolution." The military is likely to "influence political decisions more and more," he said.

(AP) ? So long, Eagles.

Up ahead for the Cincinnati Bengals, the only Pennsylvania team that truly matters.

Andy Dalton threw a touchdown pass and ran for another score, an opportunistic defense forced five turnovers and Cincinnati beat the Philadelphia Eagles 34-13 on Thursday night.

The Bengals (8-6) took a half-game lead over the Steelers for the last playoff spot in the AFC. But their game at Pittsburgh next week is far more important in the standings than this one.

The Bengals would clinch their second straight playoff berth with a win over the Steelers if Pittsburgh loses at Dallas this Sunday. A loss to the Steelers, though, likely would ruin Cincinnati's chances because it would lose the tiebreaker.

"We control what we can control," coach Marvin Lewis said. "We want to win in December, so we have a chance to win in January."

Can they beat the Steelers? Probably not if they play like they did for most of their 60 minutes at Lincoln Financial Field. They committed 10 of their 11 penalties through the first three quarters. Dalton was sacked six times by one of the worst lines in the league.

Dalton was an unimpressive 13 of 27 for 127 yards and a touchdown. No receiver had more than 63 yards.

Funny how a playoff push can make those stats meaningless as long as the Bengals win.

"We're playing for something now," Dalton said. "That's great and that's what makes it fun this time of year."

The Eagles' season was lost a long time ago. They fell to 4-10, losing double-digit games for the first time since 2005, the year after losing the Super Bowl to New England.

There were plenty of empty seats at the Linc, where fans are hoping this is Andy Reid's final season as coach. Reid led the Eagles to nine playoff appearances, six division titles and five NFC championship games in his first 13 years. But the Eagles will miss the playoffs for the second straight year and owner Jeffrey Lurie already said 8-8 would be "unacceptable."

"I thought the effort was there and guys played hard," Reid said, "but you just can't have those turnovers. That's a problem."

An interception by Leon Hall set up Dalton's go-ahead 11-yard TD run in the third quarter. Then Wallace Gilberry picked up Bryce Brown's fumble and ran it back 25 yards for another score and an 11-point lead.

BenJarvus Green-Ellis ran for 106 yards, including a 1-yard TD run in the first quarter for Cincinnati. Dalton tossed a 5-yard scoring pass to A.J. Green in the fourth to cap a 24-point outburst in a span of 3:23.

"Our goal is to win games. Period. We did that. Doesn't matter how we got there," cornerback Adam Jones said. "We can be better. We can be higher. And that's what we take from this game. Listen, we all know we need to play better as a defense next week. Because we have ourselves a big one next week."

The Eagles committed three turnovers on three straight possessions at one point and then fumbled a kickoff when defensive lineman Cedric Thornton let the ball fall through his hands on a short kick.

After beating Tampa Bay on a last-second TD last week to snap an eight-game losing streak, the Eagles tried to make it two in a row. Turnovers got in their way again. They've committed an NFL-high 34 and forced just 12 all season.

The Eagles snapped a drought of 22 quarters without a turnover by recovering two fumbles in the second. Both led to field goals by Alex Henery, helping Philadelphia to a 13-10 halftime lead.

Rookie Nick Foles made his fifth straight start for Michael Vick, who just returned to practice this week after sustaining a concussion on Nov. 11. Foles threw for 182 yards, one TD and one interception. Reid said Foles is still the starter.

Down 13-10, the Bengals started their rally with a turnover.

Hall intercepted Foles' deep pass and returned it 44 yards to the Eagles 40. Foles underthrew Jeremy Maclin, who was a few steps behind Hall.

"I feel really good anytime I have one of our receivers vertical on a guy," Foles said. "I just have to get the ball out there and make a better throw."

Green made an acrobatic catch for an 11-yard gain on third-and-9 a few plays before Dalton ran for the score to put the Bengals up 17-13.

Foles, who threw for 381 yards to lead that comeback against the Bucs, hit Riley Cooper on an 11-yard TD pass to cut it to 10-7. Foles connected with Maclin on a 46-yard pass during the drive.

The Eagles then forced their first turnover since Nov. 5 against New Orleans. Brandon Graham sacked Dalton, the ball popped loose and Trent Cole recovered at the Bengals 29.

Just two plays in, Maclin fumbled after a 6-yard catch. Carlos Dunlap recovered and the Bengals started at the Eagles 44. Green-Ellis ran 29 yards on first down and scored a few plays later for a 7-0 lead.

It got uglier for Philadelphia on the next possession. Mat McBriar punted into his own blocker, Daniel Herron picked it up and ran 3 yards to the Eagles 11. But Graham sacked Dalton and Cincinnati settled for Brown's 24-yard field goal that made it 10-0.

The Bengals would get their act together and put a playoff berth in sight.

"We're in control right now of where we end up," Dalton said. "And that's how you want it to be. We have two tough games ahead of us. But I know we will be ready to go."

NOTES: Green-Ellis surpassed 1,000 yards rushing for second time in his career. He did it with New England in 2010. ... The Eagles had a season-high six sacks. They have eight in two games since defensive line coach Jim Washburn was fired, and had 20 in first 12 games. ... Bowles confirmed he interviewed for the coaching vacancy at Temple, his alma mater. ... Eagles RB LeSean McCoy and TE Brent Celek also sat out. Both players also are recovering from concussions. McCoy missed his fourth straight game, but returned to practice this week with Vick.
