Zambian President Sata under scrutiny

LUSAKA, Zambia (AP) ? Zambia's populist president portrays himself as a corruption-buster, but critics are raising questions about the appointments he's made, his conduct and the lucrative contracts he has awarded for government work in the year since taking office. President Michael Sata made his uncle his finance minister, appointed other relatives to other high government posts, and has picked a fight with the judiciary.

Despite his promises to be different, it looks like politics as usual in this copper-rich southern African country.

In Zambia and across Africa, multi-party contests and relatively peaceful elections are increasingly the norm. But governance often fails to meet voters' expectations, and entrenched parties can make a mockery of the trappings of democracy.

Power has changed hands in Zambia among a clique of politicians who jump from party to party as rivalries and allegiances shift. Politics is often more about personality than policy in this young democracy, with voters offered little more than a choice among strong men.

Sata was once a member of the late President Frederick Chiluba's Movement for Multiparty Democracy and served in Chiluba's Cabinet in the 1990s. Sata formed his own Patriotic Front party in 2001 after differing with Chiluba over party leadership, and lost to Levy Mwanawasa, the man Chiluba picked to succeed him, in 2001 and 2006 presidential elections. After Mwanawasa died in office in 2008, Sata lost a special election that year to Rupiah Banda, who had been Mwanawasa's vice president. Sata finally won in 2011, defeating Banda in September.

Sata, known as King Cobra because of his sharp tongue, won support at home and abroad with his anti-corruption, pro-poor rhetoric. He returned from a recent visit to Europe with a promise of private foreign investment in farming and a pledge from the British government of a three-year, 58 million pound grant to fight poverty.

"We are very impressed and encouraged by President Sata's personal and government commitment to fighting corruption," British Secretary of State Andrew Mitchell said. "We will continue to support Zambia's development activities, despite the recession in the eurozone."

But some Zambians are concerned about Sata's leadership, accusing him of nepotism and favoritism.

He appointed his uncle, Alexander Chikwanda, as minister of finance, and his nephew, Miles Sampa, as deputy finance minister. The local government minister is his niece, and cousins have been appointed ambassador to Japan and acting chief justice. Giving family members government jobs is something of a political tradition in Zambia. Under Mwanawasa, some dubbed government "the family tree."

Journalists from the Post newspaper, which supported Sata during his presidential campaign have gotten jobs in the president's office, the ministry of information and in several Zambian embassies. Zambians also say members of Sata's Bemba tribe and others from the Bemba northern stronghold are being favored by his government. Nevers Mumba, a prominent televangelist and opposition politician is, like Sata, a Bemba, and recently expressed concern over the perception of favoritism.

"It is important that this government respects the fact that wisdom, intelligence comes from all areas of the country," Mumba said.

The finance minister's company, Apollo Construction, was recently awarded a contract to renovate the presidential home, known as Nkwazi. Vice President Guy Scott told parliament last March the 642 million kwacha contract was awarded properly.

Sata also has been accused of undermining judicial independence. He has suspended two Supreme Court judges and one High Court judge who ruled against his ally, the Post newspaper, in a case involving a debt the newspaper and others owed.

Sata has accused the three judges of "professional misconduct" in the loan case and announced the appointment of a tribunal to investigate them.

In June, the president's office announced that Chief Justice Ernest Sakala had gone on leave pending the expiration of his contract in August. Sakala was replaced by Lombe Chibesakunda, a respected jurist who is a cousin of the president.

Last year, before Sata became president, Sakala in an apparent snub refused to shake hands with Sata when the two happened to be at the same Sunday Mass.

Sata has been quoted as complaining that judges "want to investigate others but they don't want to be investigated." Some Zambians share his view. Telesphore Mpundu, the Catholic archbishop of Lusaka, has accused judges of refusing to be held accountable.

"We should never, as a nation, be complacent," the archbishop said. "We need to quiz those serving us, including judicial officers."

The judiciary in Zambia has faced corruption allegations, with lower-ranking judges in particular accused of taking bribes to decide cases.

Hakainde Hichilema, leader of the main opposition United Party for National Development, has expressed concern about the independence of the judiciary, and about the state of democracy in general under Sata. But Zambians have reason to also be skeptical of claims by opposition members to be champions of democracy. Hakainde's UPND has not held internal elections for party leadership posts for almost a decade.

    WASHINGTON ? United Technologies Corp and two of its subsidiaries including Pratt & Whitney Canada sold China software enabling Chinese authorities to develop and produce their first modern military attack helicopter, U.S. authorities said on Thursday.

    At a federal court hearing in Bridgeport, Connecticut, United Technologies, Pratt & Whitney Canada and Hamilton Sundstrand Corp, agreed to pay more than $75 million to the U.S. government to settle criminal and administrative charges related to the sales.

    As part of the settlement, Pratt & Whitney Canada agreed to plead guilty to two federal criminal charges - violating a U.S. export control law and making false statements. The charges were in connection with the export to China of U.S.-origin military software used in Pratt & Whitney Canada engines, which was used to test and develop the new Z-10 helicopter.

    Also as part of the deal, United Technologies and Hamilton Sundstrand admitted to making false statements to the U.S. government about the illegal exports.

    Hamilton Sundstrand and Pratt & Whitney Canada also admitted that they had failed to make timely disclosures, required by regulations, to the U.S. State Department about the exports.

    The government said that the $75 million settlement breaks down into roughly $20.7 million in criminal fines, forfeitures and other penalties to be paid to the Justice Department and roughly $55 million in payments to the State Department as part of a consent agreement resolving more than 500 administrative export control violations.

    About $20 million of the fines will be suspended, to be used by the company for continuing to improve its export control procedures, and for hiring an independent monitor, United Technologies said.

    As part of the agreement, the U.S. State Department also will impose a partial debarment of Pratt & Whitney Canada for new export licenses, although the company can request licenses on a case-by-case basis. The debarment does not affect United Technologies or Hamilton Sundstrand, and the Canadian unit can request full reinstatement in one year.

    INTEREST IN CIVILIAN HELICOPTER BUSINESS

    A law enforcement source familiar with the case said investigators believe United Technologies and its subsidiaries deliberately set out to provide the embargoed military technology to China in order to ingratiate themselves with Chinese authorities, hoping to win them entree into China?s lucrative civilian helicopter market, worth an estimated $2 billion.

    However, the source said, the companies ultimately were cut out of China?s civilian helicopter market when the Chinese chose to buy from other manufacturers.

    United Technologies said it accepted responsibility for the past violations and regretted them. The company said it had spent $30 million to investigate and fix export control procedures throughout the company, and hired more than 1,000 full and part-time employees to address the issue. Officials said they were determined to have ?best-in-class compliance? going forward.

    Jay DeFrank, a spokesman for Pratt & Whitney Canada, said the company continued to do business in China.

    ?China is and remains an important market for UTC and we will continue to do business there in full compliance with the law,? he said.

    Western experts said the Z-10 is developing into one of the world?s most modern and capable combat helicopters. Full production of the Z-10 powered by Pratt & Whitney Canada engines would give Chinese military forces unprecedented levels of ?aerial artillery? to support any amphibious invasion and subsequent operations against Taiwan, which Beijing claims as its own, according to Richard Fisher, an expert on China?s military application of so-called dual-use technologies.

    PROGRAM DATES TO 1990s

    U.S. authorities said China had been trying to develop a specialized modern military attack helicopter since the 1980s. But since the Chinese government?s 1989 crackdown on the pro-democracy movement, the U.S. government has prohibited the export to China of U.S. defense equipment and technology.

    Beginning in the 1990s, a U.S. official said, China began an effort to develop a military attack helicopter but under the guise of a civilian helicopter program. The program culminated in the Z-10 attack helicopter, which is in production today, the official said.

    Initial batches of the aircraft were delivered to China?s People?s Liberation Army beginning in 2009. The helicopters? primary use would be for attacking armor and battlefield operations but it also has limited air-to-air combat capabilities.

    Z-10 prototypes have been equipped with 30mm cannons, anti-tank guided missiles, air-to-air missiles and unguided rockets.

    U.S. authorities said that Pratt & Whitney Canada?s initial involvement in the program was to deliver 10 engines t o China from Canada in 2001 and 2002. The United States said that for the purposes of this deal, Pratt & Whitney Canada argued that the engines did not constitute defense equipment subject to the U.S. military embargo on China because the engines were identical to those it was supplying China for commercial helicopters.

    As part of Wednesday?s settlement, however, Pratt & Whitney Canada agreed to plead guilty to criminal charges related to its export to China of U.S.-made electronic engine control software used to test and operate the Pratt & Whitney Canada engines. U.S. authorities maintain that when the software, made in the United States by Hamilton Sundstrand, was modified for use in military helicopters, it thus became subject to the U.S. military embargo on China.

    KNEW FROM OUTSET

    According to court documents, Pratt & Whitney Canada allegedly knew from the outset of the Z-10 project in 2000 that the Chinese were developing a military attack helicopter and that helping them by supplying U.S.-origin components would be illegal. U.S. authorities say that the Canadian subsidiary failed to notify its U.S. parent and Hamilton Sundstrand until years later.

    The United States maintains the Canadian company deliberately turned a blind eye to the military applications of the technology it was exporting to China.

    According to court documents, in one 2001 internal email, a Pratt & Whitney Canada manager said: ?We must be very careful that the helicopter programs we are doing with the Chinese are not presented or viewed as military programs. As a result of these sanctions, we need to be very careful with the Z10C program. If the first flight will be a gunship, then we could have problems with the U.S. government.?

    Meanwhile, U.S. investigators say, Hamilton Sundstrand back in the United States believed it was providing its software to Pratt & Whitney Canada for use in a civilian Chinese helicopter. By 2004, investigators say, Hamilton Sundstrand learned there might be an export law problem and stopped working on the Z-10 program. But authorities say Pratt & Whitney Canada then modified software on its own and continued to export it to China through June 2005.

    The U.S. government said in court documents that Pratt & Whitney Canada?s illegal activities were driven by a desire for profit, namely an entree into the Chinese civilian helicopter market. ?We are on the brink of reaping the benefits of our investment,? one internal company document said.

    Court documents say neither United Technologies, Pratt & Whitney Canada nor Hamilton Sundstrand made any disclosures to U.S. authorities about their knowledge of Pratt & Whitney Canada?s illegal exports to China for several years.

    A law enforcement source said the companies did not even launch an internal inquiry until a non-governmental organization involved in examining ?socially responsible? investments in February 2006 asked United Technologies whether Pratt & Whitney Canada?s involvement in the Z-10?s development might violate U.S. export laws. The group threatened to recommend that investors sell their holdings in UTC.

    Subsequently, in July 2006, UTC and its subsidiaries began a series of disclosures to U.S. authorities, although investigators say that these were found to contain false statements.

    Among the alleged false statements were assertions by the companies that they did not learn until 2003 or 2004 about the military role of the Z-10, whereas in fact all three companies were earlier aware that Pratt & Whitney Canada officials knew at the project?s inception in 2000 that the Z-10 was intended for the Chinese military.

    Jim Burris, former Denver Bears GM "Mr. Baseball," dies at 89

    If there was anything better than watching a baseball game with Jim Burris, it would be listening to him tell stories about the game that was his life.

    Burris died Friday of congestive heart failure at 89, leaving behind a prominent place in Denver's professional baseball history and a storybook full of episodes that allowed him to boast he was involved in the game at the "very best possible time."

    As general manager of the Denver Bears for 20 seasons, from 1965-84, Burris helped keep the baseball fires burning in Denver as it struggled to attract major-league baseball. Nine years after he retired, the Colorado Rockies brought major-league baseball to Denver.

    up in the big leagues," Burris said at the time. "I was a little disappointed that I didn't get there, but it was a real fun time to be in the game."

    Burris also was general manager of the Denver Broncos for one season in 1966 while working for Empire Sports and Gerald Phipps.

    In recognition of his work, Burris was an official guest of the Rockies on opening days.

    It may not have been major league, but the Burris stories were eventful. One of his favorites was telling how the Bears stole home seven times in the second half of the 1968 season with manager Billy Martin calling the shots.

    Burris rated himself as a tough no-nonsense general manager.

    "I think I was looked at as being pretty ruthless in changing managers and working agreements," Burris told a reporter. "I never hesitated to change if I thought an organization was running short of players."

    Other than Martin, the list of managers Burris brought in to guide the Bears included Vern Rapp, Jack McKeon, and Felipe Alou.

    "He was a magnificent storyteller," Bob Burris, Jim's son, said. "I went to a lot of winter baseball meetings with my dad and the big-leaguers never treated him like a minor-leaguer. He knew the game, and they knew

    it."

    Jim Saccomano, who went on to lead the media relations department of the Broncos, worked for Burris at the Bears.

    "He was a hands-on general manager," Saccomano said. "He wanted the best team he could get in Denver. The Denver fans were lucky to have him."

    Dave Plati, the sports information director at the University of Colorado, also worked for Burris with the Bears.

    "Jim taught me a work ethic," Plati said. "If you don't have a work ethic in this business and minor-league baseball, you're done."

    (AP) ? Sgt. Richard Clement plowed up Dickson Road on Friday, the Olympic torch attached to the side of his wheelchair, flame burning despite pouring rain.

    The crowd clapped solemnly, water slapping against their hands, cheering on a soldier who had stepped on a mine in Afghanistan and changed his life forever, losing his legs.

    He didn't seem to mind the drenching - or the fact that his section of the torch relay was all uphill - but he did want everyone to think about other service people, some far, far way.

    "I just want everyone to be a bit proud of the forces and the job they do really," he said. "I'm carrying it for all the troops that are out there."

    Scenes like this have made the torch relay an event across the length of Britain, with huge crowds coming out to meet it wherever it goes. Spectators have stood in the rain and wind, in doorways and on sidewalks, along country lanes and beside superhighways, just hoping for a glimpse of a lone runner, torch in hand, flame held high.

    The torch is winding its way to every corner of the country ahead of its showcase moment at the July 27 Opening Ceremony. On Friday, it was halfway through its 70-day journey, a route which will see it travel within 10 miles (16 kilometers) of 95 percent of the British population.

    It's been on horseback. It's traveled on a balloon. It's been on boats, planes, trains. It's been carried by Olympians and Paralympians, singers and dancers, police officers and firefighters. The queen's granddaughter, Zara Phillips, has shared the honor with James Winter, a 40-year-old milkman from Chard who was nominated for delivering, no matter the weather.

    If the Beijing relay set up the 2008 Summer Games as China's coming-out party on an international stage, London's relay is setting up Britain as the community Olympics - maybe not the biggest and most spectacular, but one that will be welcoming - and certainly well attended.

    The English are normally too inhibited and squeamish to make a big fuss about anything - except sport, Kate Fox, the author of "Watching the English," wrote in a British Airways survey on the games.

    "Big sporting events such as the London 2012 games provide an antidote ... an excuse to shed some of our inhibitions and be a bit more emotive or demonstrative," she said.

    Organizers of the London Olympics assumed that the world would be excited about the London Games. But they were worried about what people in Britain would think - particularly given that Brits are often a cynical lot and proud of it, thank you. This was particularly important given that the bill to taxpayers for 9.3 billion pounds ($14.7 billion) to host the event that comes at a time of economic austerity. People wondered whether the money was well spent.

    There's also the fact that so much activity is focused on Olympic Park in London. There had to be some sense that other parts of the country were involved - that the Olympics also belonged to Scotland, Wales and Northern Ireland.

    "I don't think I'll ever see it again," said Amanda Poole, 38, who came to see the torch in seaside resort of Blackpool in northwestern England with her daughter, Nastassja, 8, and her husband, Steve. "Even though it's raining and windy, it just adds to the atmosphere."

    All over the country, people have been touched by the torch. In one central England city, Worcester, 70,000 people - out of a population of 93,300 - turned up for the celebratory lighting of the flame cauldron. The numbers are already making city planners further along the route think twice.

    Garrett Emmerson, a senior official with Transport for London, told The Associated Press that plans for the torch's arrival in London had to be reconsidered after seeing its reception elsewhere. Britain has had to pour more money into crowd-control plans for London during the Olympics - after it acknowledged that it underestimated the crowds that would turn out to see the flame.

    Even the sponsors have been surprised and moved by the turnouts and torchbearers like Clement. Tanya Veingard, a communications official for sponsor, Lloyds, said that she'd seen crowds materialize from nowhere. In one small Scottish village, Drumnadrochit, people stood 10 deep.

    "I thought, where did all these people come from?" she said.

    Whether they are coming just because it is a local happening, or because people are moved by the fairy dust of the games, it's not really clear. A torch leg is a hoo-hah that features sponsor buses and music, streamers and tambourines, cheerleaders, cameras and the center of it all, the flame.

    So bad was the weather in Blackpool that an evening celebration had to be moved indoors and the whole route changed only a few hours before to move it away from the ocean, which was churning in white caps. But everyone seemed to find the torch anyway.

    Clement, 32, the Afghan veteran, was surrounded by photographers as he got off the bus that brought him to the bottom of the hill. Beaming, he picked up the flame, and slowly, drinking in every moment, he wheeled his way up.

    The crowd walked alongside until he reached the top, kids running past the shopfronts.

    And it rained. So what.

    Oil near $78 amid global economic growth worries

    (AP) ? Oil hovered at an eight-month low near $78 a barrel Friday in Asia after signs of slowing global economic growth triggered a sharp plunge in the oil price this week.

    Benchmark oil for August delivery was down 7 cents to $78.13 a barrel at late afternoon Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell $3.25 to settle at $78.20, the lowest since October, in New York on Thursday.

    In London, Brent crude for August delivery was up 33 cents at $89.56 per barrel on the ICE Futures exchange.

    Crude fell from $84 earlier this week and has plummeted 26 percent in less than two months as signs mount of a slowdown in the global economy, led by Europe, that would reduce demand for crude.

    Reports on Thursday that showed industrial production is slowing in the U.S. and China added to evidence that the world's two largest economies and oil consumers are weakening just as global crude supplies are growing.

    "Oil market sentiment remains extremely weak, with the chances of any immediate sustained relief rally appearing rather limited," Barclays said in a report.

    Europe's debt and economic woes are unlikely to be solved soon. The formation of a new Greek government this week briefly boosted investor optimism, but doubts about other debt-ridden European countries such as Spain and Italy continue to weigh on markets.

    In other energy trading, heating oil was down 0.2 cent at $2.52 per gallon while gasoline futures gained 1 cent at $2.46 per gallon. Natural gas gained 2.4 cents at $2.61 per 1,000 cubic feet.

    Sort of a side-story...

    Years ago I was driving into Hollywood, and I got caught up in a massive traffic jam. There was some sort of concert that night at the Hollywood Bowl, and from the looks of things, everyone in LA was going. I was behind a stretch limo for most of the way. (Limos are a dime a dozen in LA, so I thought nothing of it.) As we got closer to the Hollywood Bowl, there were a lot of people who had parked a mile or so away walking on the sidewalk, headed to the concert. Pretty soon, the sunroof on the limo opened up, and a stuffed parrot on a stick popped up above the roof of the car. This caught the attention of the sidewalk people, and they started gathering alongside the car. Pretty soon, Jimmy Buffett stood up through the sunroof and started chatting with the fans and signing autographs. (Traffic was moving v e r y slowly.) Turns out, of course, that Jimmy was playing the concert that night, and just having a hard time getting to the venue like everyone else.

    Yemen: 31 killed in fighting in south

    (AP) ? Yemeni raids on al-Qaida positions have left at least 28 fighters and three soldiers dead, as the government consolidates its hold on recaptured militant strongholds, military officials said Wednesday.

    The clashes in Abyan and Shabwa provinces are part of a weeks-long offensive against al-Qaida, aiming at uprooting the militant group from large swaths of land the group seized during last years' uprising and the political and security vacuum that followed.

    Military officials said that at least six air raids targeted moving vehicles and al-Qaida positions in Mahfad, the last stronghold of al-Qaida in Abyan province. The Yemeni military regained control of several al-Qaida strongholds in Abyan earlier this month.

    In another recently recaptured town, Zinjibar, demining teams spotted an Egyptian militant, but he killed himself with a hand grenade before being arrested. Officials said they also found the bodies of seven militants, including three Egyptians, killed in earlier fighting.

    To the north of Zinjibar, clashes were still taking place outside Jaar, a town also recaptured by the army earlier last week.

    The International Committee of the Red Cross said that one of its workers was killed Wednesday in Abyan province. In a statement, the ICRC said circumstances of the death of the worker, a Yemeni, were not clear.

    In Shabwa, militants fled the war in Abyan and sought refuge in the town of Azzan, where the army drove them out to mountainous areas. Three soldiers were killed in the clashes in the two provinces, the officials said. They spoke on condition of anonymity because they were not authorized to speak to reporters.

    The Yemeni military's push in the south is supported by U.S. military advisers from a command center manned by dozens of U.S. troops in the al-Annad air base in the southern desert, not far from the main battle zones.

    The U.S. considers al-Qaida's Yemen branch, known as Al-Qaida in the Arabian Peninsula, to be the terror network's most dangerous offshoot.

    A senior U.S. military official, visiting Yemen on Tuesday, assured officials of the U.S. commitment to support and cooperation in fighting al-Qaida.

    General James N. Mattis, commander of U.S. Central Command, met with Yemen President Abed Rabbo Mansour Hadi and senior military officials and reaffirmed the U.S. commitment to a strong partnership, the U.S. Embassy in Sanaa said in a news release.

    It said Mattis discussed "ways that the United States can cooperate with the Yemeni military to fight the mutual threat of al-Qaida."

    General Mattis informed the Yemeni leaders that "the United States will serve in an advisory capacity as Yemeni leadership restructures the armed forces," and Washington will "stand by Yemen not only through military cooperation, but also in the political, economic, and humanitarian fields as Yemen proceeds with its historic transition."

    Al-Qaida in Yemen has been blamed for directing a string of unsuccessful bomb plots on U.S. soil from its hideouts. It also emerged last month that the CIA thwarted a plot to down a U.S.-bound airliner using a new, sophisticated explosive to be hidden in the bomber's underwear. The planned bomber was actually a double agent who turned the device over to the U.S. government.

    Bridging the digital divide in America's rural schools

    At the Edison School in Yoder, Colo., administrators hope to provide a technological base for students to compete in college and the workplace.

    YODER, Colo.?Surrounded by farmland and ranches, Colorado?s Edison School sits off an unpaved road, with tumbleweeds blowing across its dirt parking lot. As recently as a few years ago, many families relied on solar or wind power instead of electricity; today, many still haul home their water from wells. Principal Rachel Paul estimates that 25 to 30 percent of her students don?t have Internet access at home.

    Yet at Edison ? where about three-quarters of the 120 K-12 students are eligible for free?or reduced-priced lunch ? there are as many computers as there are students. On one recent day, Paul Frank?s fourth- and fifth-graders started off by learning about latitude and longitude on Google Maps and ended sprawled around the classroom on laptops, putting together presentations about the Midwest. While one student searched for photos of famous people born in Minnesota and Wisconsin, another used Google to find out Nebraska?s annual rainfall.

    Frank and administrators in the two-school district, located an hour east of Colorado Springs in Yoder, Colo., have big technological ambitions. They want to infuse technology into every bit?of the curriculum, from using iPods to help elementary students practice reading to mandating that high-school seniors take a computer-science course to graduate.


    It?s not about improving test scores ? last year, every single one of Edison?s elementary students was deemed proficient on the state?s math exam. Instead, the goal is to expand the students? horizons and prepare them for college and the workplace, where technological literacy will be assumed.

    ?Kids don?t have access to that kind of stuff at home,? Frank said. ?It?s the future. They need to know how to do this.?

    Rural schools have long been leaders in distance-learning and online education ? to offer a full slate of courses to their students, they?ve had to be. In fact, Edison has a fully online school that enrolls about 100 other students in the district. But when it comes to technology inside traditional classrooms, the small sizes ? and budgets ? of rural schools present unique hurdles.

    Some states, fearing a divide between rural and urban communities, have developed statewide initiatives to provide technology to rural schools. Maine, for instance, gives every student a laptop, and Alabama requires all school districts to offer Advanced Placement courses through distance-learning technology, where students video-conference with teachers.

    But in many places, the onus is on the already-strained staff of the schools to acquire and then use things like computers and iPads, leading to pockets of innovation, like that in Edison. Although it leaves a line in its budget for technology upkeep, Edison has supplemented its tech experimentation with a $10,000 grant from the Denver-based Morgridge Family Foundation.

    In districts?facing shrinking budgets and consolidation, technology could be rural schools? saving grace, said Bob Wise, a former governor of West Virginia who now serves as president of the Alliance for Excellent Education, a national advocacy organization in Washington, D.C., that has studied the challenges facing rural schools. ?We?re encouraging every district to develop a systematic strategy for employing technology,? he said.??My guess is you will see a number of rural schools actually saved and renewed as learning centers.?

    Rural America lags behind the rest of the country in Internet usage, making rural schools an important center of connectivity in the communities. In 2010, for instance, 57 percent of rural households had broadband Internet access, compared to 72 percent in urban areas, according to a November 2011 report by the U.S. Department of Commerce.

    Expanding horizons
    In Yoder, Frank tries an experiment with his students every few months. He gives them a homework assignment that must be submitted by email. When he started doing this a few years ago, he?d be lucky to get five responses. Most recently, all but three of his 21 students emailed him something. In part, he said, the improvement is a result of work the phone company has done in the area, making it easier for homes to get broadband Internet access.

    Still, teachers can?t count on students being able to go online to complete assignments and have to be flexible about staying after school so students can work on the computers. ?Getting the Internet into the homes is going to become our number one issue,? said Deirdre Binkley-Jones, Edison?s high school math and computer-science teacher. ?We?re still dependent on traditional methods.?

    While technology doesn?t necessarily lead to better student performance, it can expand students? horizons beyond just preparing them for college or the workforce.

    ?The Internet can give them library resources that they might otherwise not have,? said Aimee Howley, senior associate dean in the College of Education at Ohio University who studies technology integration in rural schools. Technology can also be used for simulations of things ?you just can?t do on site. You can?t create a chemistry lab, dissect a whole bunch of animals.?

    Edison has used distance-learning equipment to take elementary students on a field trip to NASA and to teach them about the Civil War. Frank?s classroom frequently practices writing and communication skills by ?blogging? on class discussion boards about stories they?ve read. High-school students might use Rosetta Stone to learn Spanish or watch free videos from the Khan Academy to master math concepts. Before receiving their diplomas, all students learn the basic coding behind computer games.

    Howley has found that rural teachers are open to using technology in their classrooms, but she cautioned that doing so in rural schools typically requires innovative faculty to take on extra responsibilities. Even then, schools often don?t have the money to buy computers or tablets and offer teachers corresponding training.

    Teachers not only need to know how to use new gadgets, but also must be prepared to?use the tools in ways that improve student learning, Howley said. Although Edison?s grant money has paid for some teacher training, it?s not enough to cover everything.

    Frank, the self-proclaimed technology ?guinea pig,? has learned by doing. When he first got an interactive Smartboard, for instance, he and his students learned together how do to things like upload textbooks and record attendance. Now, he?s got the other elementary teachers using Smartboards and even iPod ?Touches?to monitor reading fluency, but the laptops rarely leave his classroom.

    ?I use [the Smartboard] for a year and figure out all the bugs,? Frank said. ?It?s been really exciting to see the other elementary teachers buying in to using the technology.?

    Tech comes with IT problems
    But enthusiastic as he is about the potential of digital learning, Frank isn?t an IT expert ? and it?s rare for rural schools to have one. ?You get this much technology and you need a lot of tech support, and we don?t have it,? said Paul, the principal. ?Then we?re just frustrated.?

    Edison ?joins with other schools in the area to share an IT person, who comes once a week and mainly tends to the school?s servers. Without extra help, though, Edison may have reached its limits. ?At this point, getting more technology would be a disaster,? Binkley-Jones said.

    Although many staff members say students are enthusiastic and take to technology easily, Binkley-Jones finds herself teaching basic computer skills ? how to open or save Word documents, for example ? to high-school students.

    As the school moves forward with its five-year technology plan, which will include expanding distance-learning and more training for teachers, the elementary staff will need to address that.

    ?Even five years ago, we would have been happy with kids graduating knowing how to write a Word doc,? she said. ?The focus in technology is moving away from [just] being able to use a computer.?
